LEADING THE WAY: THE LEGACY OF PASAY SCIENCE THROUGH ITS PRINCIPALS OVER THE YEARS

With the issuance of DECS Order No. 69 series of 1993, the Department of Education, Culture, and Sports (now known as DepEd) started the creation of various science high schools that aim to provide a more intensive and advanced secondary education program with special reference to science, mathematics, and the communication arts.
In May 2002, a memorandum was issued by then Schools Division Superintendent Dr. Rosalinda V. Tongco to Mayor Wenceslao “Peewee” B. Trinidad provided that a science high school be established. Taking action, the City Council of Pasay, led by former Vice Mayor Antonino G. Calixto formally passed a resolution to create its own science high school.
On June 17, 2002, Pasay City Science High School (PCSciHS) was launched at the Gabaldon Building of Padre Burgos Elementary School with 97 students and nine teaching staff and was called Pasay City West High School Annex under the administration of its first principal, Mrs. Irene S. Tonel (2002-2012), former Education Supervisor I and Chief Education Program Supervisor for School Governance and Operations Division (SGOD). The school stayed in the location until June 30, 2005, with three more school years: 2002-2003, 2003-2004, and 2004-2005.
Mrs. Tonel served the institution with unwavering dedication for 10 years, laying the foundation for its future success. Known for her strong sense of discipline and respect, she instilled these values among students and teachers, shaping the school into a place of order and academic rigor. Mrs. Tonel was a principal who led by example—her actions always aligned with her words, earning her the respect and admiration of the entire school community. A woman of action, she valued time and efficiency, ensuring that every moment contributed to the betterment of Pasay Science. Her leadership was instrumental in building the school’s reputation, and her contributions remain a cornerstone of what Pasay Science has become today. Without her visionary leadership, the school’s journey toward excellence might have looked very different.
In February 2004, the city government of Pasay granted its permanent site with an area of 2,080 sq. m. at 2888 Vergel Street, Pasay City. By July 1, 2005, the school then moved to its present location after the building was completed. However, for improvement and expansion purposes, the old building was demolished, and a new building was constructed. While the construction was ongoing, the administration temporarily occupied the newly built building of Andres Bonifacio Elementary School at Leveriza Street, Pasay City from school years 2006-2007 and 2007-2008 up until the building along Vergel St. was completed.
Then, on September 15, 2005, PCSciHS was recognized by the DepEd-NCR Regional Office together with the local government of Pasay as an independent school from being an annex of Pasay City West High School.
Mrs. Gloria G. Lugtu (2012-2015), who served as the 2nd principal of Pasay City Science High School, was known for her motherly care and nurturing leadership that greatly benefited both students and teachers. Her genuine concern for the well-being and success of every Pascian fostered a supportive and thriving school environment. Under her guidance, Pasay Science soared to new heights in academic excellence, as she inspired a culture of diligence, respect, and high standards. Mrs. Lugtu’s leadership was not just about administrative duties; it was about creating a close-knit community where everyone felt valued, pushing the school to achieve its full potential. Her legacy of compassionate leadership continues to be remembered fondly by all who had the privilege of working with or learning under her.
In May 2015, Pasay Science was further sharpened under the principalship of Dr. Efren E. Canzana (2015-2019), Public Schools District Supervisor (PSDS) and third principal, which saw the formal establishment of Pasay City National Science High School (PCNSciHS) on September 29, 2017 by virtue of Republic Act 10829 or An Act Establishing a National Science High School in the City of Pasay which was signed by former president Benigno Simeon Aquino, III in 2016. The turn-over was attended by then Congresswoman Imelda “Emi” Calixto-Rubiano, DepEd-Pasay officials, Mrs. Irene Tonel, former school principal for ten years.
Dr. Efren Canzana during his time was a leader of exceptional wisdom and integrity. His strong sense of leadership and decisive nature guided the school through a period of significant growth. He not only prioritized the welfare of students but also championed the professional development of teachers, creating new positions and opportunities for their advancement. Known for his discipline and high regard for honesty, he cultivated a culture of accountability and respect within the school. When Dr. Canzana spoke, his words carried the weight of experience and wisdom, inspiring both students and faculty alike. Under his leadership, Pasay Science continued to achieve academic excellence, solidifying its reputation as a top-tier institution. His time as principal left a lasting impact, one that is still felt in the school’s continued pursuit of greatness.
In 2017, a four-story building was built to upgrade its facilities and to accommodate Senior High School students under the Science, Technology, Engineering, and Mathematics (STEM) strand.
The school was then under the supervision of Mr. Raymond S. San Juan, Education Program Supervisor (EPS) in Mathematics, who served as the 4th principal (OIC) of Pasay City Science High School which, lasted for less than a year – from July 2019 until October 2019. Though his tenure was brief, it was marked by his exceptional leadership and management skills. A seasoned educator, Mr. San Juan efficiently navigated the demands of school administration while ensuring that the high standards of Pasay Science were maintained. His expertise in Mathematics, combined with his organizational prowess, allowed him to make sound decisions for the school’s welfare. Despite his short time as OIC, Mr. San Juan’s leadership made a lasting impression on both students and teachers, demonstrating his capability to lead with excellence, even in a temporary role.
Mrs. Lovelynn Janne S. Bacera (October 2019-August 2021), PSDS served as the fifth principal of Pasay Science (OIC). She led the institution through one of its most challenging periods, the COVID-19 pandemic. Her tenure, marked by the suspension of face-to-face classes and the transition to online learning, tested her leadership in unprecedented ways. Yet, with grace and wisdom, Mrs. Bacera navigated these difficulties, ensuring the continuity of education despite the many obstacles. She implemented innovative solutions and provided the necessary support to both students and teachers, keeping the school’s academic standards intact. Her resilience and adaptability during this trying time were a testament to her strong leadership, as she successfully steered Pasay Science through the uncertainties of the pandemic, emerging stronger than ever.
In 2021, Pasay City National Science High School had its sixth principal, Mr. Sonny J. Adriano, whose term of office commenced on August 17, 2021. Before this position, Mr. Adriano was the principal of Pasay City National High School, an institution where he was renowned for his commitment and innovative leadership solutions. It was during his stewardship that Pasay City National Science High School prepped to transition to limited face-to-face classes in March 2022 after two years of blended learning engendered by the pandemic burdened nearly two years before. Known as a man of few words yet gentle and approachable school head, Mr. Adriano has created an ambiance of peace and stability in the precincts of the school. His reassuring presence has built a strong sense of confidence among staff, teachers, students, parents, and stakeholders.
In December 2022, Mr. Adriano received the Leadership Award for Humanitarian and Community Service at the International Who’s Who Awards, a testament to his service and compassionate leadership. Furthermore, his passion for research has played a significant role in tackling some of the most prevalent issues faced by educational institutions. Through solutions developed from research and analysis, Mr. Adriano has discovered and applied effective methods while demonstrating commitment to the ongoing enhancement and achievement of the educational community.
In August 2023, Mr. Rouell A. Santero took over as the seventh principal of Pasay City National Science High School, following Department of Education Division Memorandum No. 1355. Known for his hands-on leadership style, Mr. Santero quickly earned the respect and admiration of the Pascian community by prioritizing academic excellence and personal engagement. His down-to-earth personality, humility, and genuine concern for the school made him an approachable and beloved figure. Rather than staying behind his desk, Mr. Santero could often be found walking around the campus, personally supervising school activities, interacting with students, and meeting with teachers and other stakeholders. This low-profile yet dedicated approach reflected his commitment to understanding and addressing the needs of the school firsthand.
A devout and God-fearing man, Mr. Santero’s leadership was grounded in integrity, fairness, and compassion. He handled conflicts with wisdom and sought solutions that fostered harmony and mutual respect. Though his tenure was brief—he was transferred to Pasay City East High School in June 2024—his leadership style left a lasting impression on the staff, students, and parents alike. His positive influence, rooted in humility and care for the community, continues to be felt, reminding the school of the lasting impact of genuine, servant-centered leadership.
On June 11, 2024, Dr. Mark Anthony F. Familaran was installed as the 8th principal of Pasay City National Science High School, which made him the youngest-ever principal to take the position. Having served at Rafael Palma Elementary School prior to taking the position, he came in to usher in an exciting new chapter filled with a refreshing breath of anticipation of enduring growth and success in academics. Although his time to date has been brief, his leadership and judgement have shone through, always making decisions with students and teachers in mind.
Dr. Familaran is also recognized for his hands on and undeniable charm when it comes to reaching out to private organizations and stakeholders to find partnerships that will provide necessary resources and avenues for expanded student learning and teacher support. His generosity and willingness to lead by example are evident; he has even contributed financially from his own pocket when necessary, underscoring his dedication to the school community.
One of his most valued qualities is his openness and accessibility—he regularly gives his time to meet individually with students, teachers, and parents, listening to their concerns, issues, and suggestions. This open-door policy has allowed him to understand the community’s needs more deeply and find solutions that reflect a collaborative spirit.
Being a young school head, he presents a fresh combination of future plans and solutions to lift students and teachers to greater heights. Since his appointment in June 2024, the school has already accomplished significant successes in competitions under his guidance and support. The Pascian Community is eager to continue growing and accomplishing great things with Dr. Familaran at the helm!
The rich history of Pasay National Science High School is a testament to the collective efforts of its dedicated principals, who have each left a legacy. Over the years, these visionary leaders have contributed significantly to the academic and cultural development of the institution, fostering an environment that promotes scientific excellence and holistic growth. Their leadership has not only shaped the school’s trajectory but also impacted on the lives of countless students, preparing them to meet the challenges of a rapidly evolving world. As Pasay Science continues to grow, the foundational contributions of its principals remain an integral part of its success, inspiring future generations to uphold the school’s tradition of excellence.
Currently, Pasay City National Science High School continues to thrive at its Vergel St. campus, serving 461 junior high school students, 242 senior high school students, and employing 63 teaching and non-teaching staff.
